Resize by pixels or by percentage
Pixels are useful when you need an exact size: for example, an 800×800 product image for an online store. With the aspect ratio locked, entering just the width or the height is enough: the other value is calculated so the image doesn't get stretched or squashed.
Percentage is faster when you just want to scale the image as-is, for example shrinking it to half (50%) or doubling it (200%), without working out exact pixels.
Which format to pick
PNG keeps transparency and loses no quality, but is heavier: it's the best choice for logos, screenshots or images with crisp text. JPG doesn't support transparency (it gets filled with the background color you choose) and is the most compatible format for photos. WebP usually offers the best balance of size and quality, and it does support transparency.

The background color when converting to JPG
When an image with transparency (usually a PNG) is converted to JPG, the transparent areas need to be filled with some color, because JPG has no alpha channel. White is used by default, but you can pick any hex color to match the background where you'll use the image.
